According to witness and victim statements, detainees in custody physically and psychologically tortured in The Department of Anti-Smuggling and Organized Crime (KOM) Branch in Tokat Province within the knowledge of authorities including judges and prosecutor of Tokat Courthouse.
Detainees were also forced to sign pre-written statements, threatened with raping their families.

- Doğan Yıldırım – Prosecutor
- İlyas Ay – Prosecutor
- Cevdet Can – Ex-Governor of Tokat Province
- Göksel Topaloğlu – Chief of Provincial Police Department
Suspected torturers:
- Murat Mutlu – Ex – The Department of Anti-Smuggling and Organized Crime (KOM) Branch Director
- Yalçın – Police Officer / Anti-Smuggling and Organized Crime (KOM) Branch
